In 2011 VTB Group launched the unique construction project for the Central section of the Western High Speed Diameter (WHSD), a toll multi-lane highway in Saint-Petersburg. The motorway through the densely developed urban territory solved the key infrastructure challenges of Saint-Petersburg and defined its development as a world class transport hub.

“Northern Capital Highway” Consortium, initially set up by VTB Group and Gazprombank, financed and built the Central WHSD section under a public-private partnership agreement. NCH Consortium is also operating the Northern and Southern sections of WHSD. The project investments amounted to about EUR4 bn, and the total investment volume in the project is over USD7 bn.

Several unique facilities were built during construction of the highway, including some of the longest bridges in Russia: the Southern double-deck flyover with bridges across Morskoy and Korabelny fairways – 9,4 km and the Northern flyover with bridges across Petrovsky and Yelagin fairways – 8,8 km. The cable-stayed bridge over the Korabelny fairway has already become a new architecture symbol of Saint-Petersburg. After the Central Section was opened in 2016, WHSD connected the Ring Road of Saint-Petersburg in the city’s north and south, provided an exit to Scandinavia highway and a unique opportunity to cross the 5-million city in less than 20 minutes.

The Western High Speed Diameter generates about 370 thousand transactions per day, and on the average 90 mn transactions per year. At present there are more than 600 thousand transponder devices in use. These figures are unprecedented in the area of toll roads in Russia.

The significance of WHSD is not limited to a resolution to Saint-Petersburg’s transport challenges. On the federal scale the highway increases the overall federal figure for efficiency of the product distribution system. The Western High Speed Diameter facilitates development of territories, accelerates housing and business construction, raises value of commercial and residential real estate and their prices.

WHSD creates new public spaces – bridges and flyovers of the Central section became the modern sights of Saint-Petersburg, symbols of dynamic development of the city.

The project has been distinguished with many awards by leading global and Russian economic media: Project Finance International, Project Finance Magazine, World Finance, Infrastructure Investor, “Securities Market”, Movement Formula Award of the Ministry of Transport of the RF, “Development Award” of ROSINFRA and many other awards.
