Construction and operation of new toll motorway bridge crossings of the Kama and Bui rivers (Republic of Udmurtiya) near Kambarka (RUR 14 bn) is the first regional PPP road construction project in Russia.

A relevant Concession Agreement was signed in 2012 between the Republic of Udmurtiya and “Regional Investment Company” (RIC). VTB Group acted as a financial investor and a lender to the project.

The total length of the highway together with access roads and four bridges is 15 km. The project costs RUR14 bn, and almost 70% of the amount was received from non-government sources. The project is very significant for the region and is designed to provide for development of transport and economic links of the regions in the Central,

Volga and Urals federal districts, and also for year-round transport access to the communities of Kambarsky district of the Republic of Udmurtiya.

RIC has been operating the toll facility since 2017.
